Flood is not a phenomenon



The water that bears the boat is the same that swallows it.
水能載舟,亦能覆舟

This is an ancient Chinese slang that describes both constructive and destructive sides of a power. Water was used as an example in this case. In real life, particularly nowadays, water plays a far more dramatically role throughout the planet.

這是一句古老的中國諺語,它描述了一股同時具備創造與毀滅的力量。在這句話中,水便是這樣的存在。而在真實世界中,尤其是現今,水更是在這個星球的每個角落扮演著戲劇性的角色。


Physically, it is generally agreed that sunlight, air and water are the majority elements for us to live and 70% of a human body is filled with water, the same proportion to earth. Geographically, rivers on continents breed agriculture, villages and civilian lives. Historically, most famous ancient cities  have river(s) crossed. In short, human beings cannot live without water.

一般認同在物理上,陽光、空氣、水是我們賴以維生的三大元素。而水佔據了人體的70%,這比例與地球相同;地理上,大陸上的河川孕育了農業、村落及平民百姓們;歷史上,河流穿越了多數知名的古老城市。簡而言之,人類的生存不能沒有水。


A shortage of water endangers our food, sanitation and daily lives while overflowed water directly ruins our homes. Severe floods have been taken places more frequently than before these years:

水資源匱乏會危急到我們的糧食、公共衛生以及生活所需,而過多的水則直接毀壞我們的家園。嚴重的水災在這幾年以越來越頻繁的姿態發生在世界各地

As one of those who witnessed the flood caused by Typhoon Morakot, I was strongly shocked by the cruelty and heartlessness of water. Over 1,000mm of daily rainfall has brought sever cloudburst from mountain areas. Illegally felled trees were flushed into overflowed rivers alone with countless rocks and dirt, and it became unstoppable landslides which destroyed everything on the way.

身為其中一個目睹莫拉克風災所帶來的災害的見證人,我對水的殘酷與無情嚴重地感到震驚。超過1,000公釐的單日降雨量在山區帶來了驚人的雨量。違法盜伐的樹木從那兒被沖進暴漲的溪河當中,連同無數的石塊與泥土變成無法阻擋的土石流,毀滅了在它通過那條路上的所有事物。


I spent a week in the southeast disaster area helping clean up the mess. Scenes were seen and stories were told about how water became a killer from a saver. In addition, there were many obvious and unseen reasons cause by human which strengthen the damages of the flood. Most of them were pointed to over-development where forests and mountainside were removed to build houses or farmlands. Without lands which helps preserve and adjust water, heavy rain goes no where but those buildings and farmlands.

在東南部的災區,我待了一個星期協助清理災區。一幕幕的畫面與一則則的故事,訴說著水如何從拯救者變成了屠宰者。此外,還有許多看得見的與看不見的,由人類所造成的因素加劇了惡水所帶來的災害。絕大多數都指向了造成森林與山地消失的過度開發,而那些土地則成為房舍與農地。沒有可以保存並調節水份的土地,暴雨無處可去,只能沖向這些建築和農田。


In another word, to some extent, urbanisation enhanced the destruction and/or weaken the protection against floods.In my opinion this is not inevitable if one thing is considered before the constructions: figure out ways for water to go. In my city, the Taipei city government were building dikes alongside rivers to prevent it from being overflowed. Back to four thousand years ago, Yu the Great,  the ancient Chinese emperor, contrarily dredged channels for water to flow into rivers and the ocean. On the other hand, the experts of converting ocean into lands -- the Dutches, are changing their land policies and building impressive "floating houses" to live with water.

換句話說,某種程度上,都市化加強了水災的破壞,並削弱大地自我保護的機制。在我看來,這並非是個無可避免的結果,只要在都市化前先考慮到一點:給水一條路走。在我居住的地方,市政府在河川的沿岸築滿了堤防以預防河水暴漲。而回到四千年前的古中國,皇帝舜卻反其道而行,採用掘溝渠的方式讓水流進河川與大海。另方面,以填海造陸聞名的荷蘭人,如今一改他們的土地政策而建造出「漂浮屋」與水共生。


Floods nowadays are just like sea level rise, both strongly affected by Global Warming and Extreme Weather. No matter it is caused by human activities or just natural phenomenon, the number of deaths it brings is still growing up. Trying to live peacefully with the nature and moderate the damages we produce against the earth is our responsibility for our children and the planet. Just like what I have concluded on the Blog Action Day 2009, the increasing floods cannot be regarded as simply a phenomenon, it is a serious task which need to be resolved.

水災如今與海平面上升一樣,都受全球暖化與氣候異變影響而加劇。不論這是由人類活動造成的,或者只是規律的自然現象,它所帶走的生命仍在不斷增加中。為了我們的子孫與這個星球,嘗試與自然和平共處,並穩定我們所製造出的破壞,是我們的責任。如同我在Blog Action Day 2009所做的結論一樣,越來越多的水災不能輕易地被視為一種現象,而是一個必需被解決的課題。

Some thoughts of Climate Change

以下是為了今天 (10/15) 的 Blog Action Day 所撰寫的文章,與氣候變遷有關。
為了響應活動,所以先以英文撰寫,過幾天再回來加上中文翻譯。(已加上翻譯 10/18)
其實寫得有點頭昏腦脹,而且似乎寫不出重點… 不過這個議題本來就不小便是。
希望數年後還有條小命可以回頭檢閱這篇文章的我所在的土地,還能屹立在太平洋上。

It was about summer 2005, when I first arrived the UK. It wasn't the frist time for me to pay attention to environmental issues, but the first time to notice Climate Change particularly. In August 2005, I was writing up an essay regarding G8 summit assigned by the English pre-sessional course.

2005年的夏天,是我初到英國的時候。那並非我初次關注環境相關的議題,卻是我第一次特別注意到「氣候變遷」。05年八月,我正好在就讀語言學校,寫一篇與G8高峰會有關的文章

G8 summit 2005 was hosted by the UK and had Climate Change as part of the main issues. It was also the year where Kyoto Protocol entered into force and ironically refused by the US. Most of the content within Kyoto Protocol is about the control of greenhouse gases emission, since these gases were widely believed to be the main course of global warming.
那一年G8高峰會由英國主辦,而氣候變遷便是其中所討論的主要議題之一。同年也是京都議定書開始生效的時間,並諷刺地被美國所拒絕簽署。絕大部分京都議定書的內容都在控制溫室效應氣體的排放量上,因為這些(包括二氧化碳所在的)氣體被普遍地認為是造成全球暖化的主因。

I found it was tricky that the emission of greenhouse gases has become a merchandise. According to Kyoto Protocol, there were long-term goals and short-term objectives for each member to decrease its national greenhouse gas emission amount. The deduction of annually emission become deals among counties, or between poor and rich countries while the rich pay for the poor to establish environmental-friendly infrastructure so that they can have less emission amount to decrease.
弔詭的是,我發現「溫室氣體的排放」這些年來竟成為了一種「商品」。京都議定書中制訂了階段性的溫室氣體排放減量目標,每個簽署國家都有其責任(要減少的溫室氣體排放量)。而每個國家每年所要減少的排放量,便成為了交易的項目,或者說窮國與富國間的交易。富國花錢替窮國打造對環境友善的基礎建設(以減少其溫室氣體排放量),那些減少的量,則成為富國本身的「業績」,而非它們所該致力於自己本國的溫室氣體減量。

I assume that the cost of doing this domestically would be far more expensive than helping foreign countries, particularly developing counties. To some extent this may be an investment on those countries. They are not only the forerunners, but also have good excuses to enter the industry without too much econimical or political concerns.
我假設達成這些減量目標的成本,對一些國家來說,在自己國家做遠比幫助外國還要來得高(尤其是已發展國家)。那麼自己國家執行的成本不但太高且影響「國家利益」。另一方面,就某種程度來說,這或許也是一種投資。除了把氣體減量的責任推到其他國家以外,那些基礎建設或補助等等,也成為一個完美的藉口,讓他們不需擔憂經濟或政治考量,而成為進入發展中國家地區各經濟體、產業的先行者。

The meltdown of Polar Regions or glaciers & the rising of sea level are most-discussed issues following global warming. However I feel that the spot lights were misleaded to the survival of polar bears or low altitude coastal countries. What is far more close to us and more emergency should be "Climate Change".
兩極冰帽或冰河的融化,以及所造成的海平面上升,是全球暖化中被討論得最熱烈的議題。但我卻覺得北極熊的滅絕或沿海地區面臨的存亡危機是一種失焦。「氣候變遷」本身才是更貼近我們(時間上或空間上)、更該被重視的議題。

Whichever greenhouse effect or global warming or any other reason result in climate change, the CHANGE itself is far more important than its cause. Because the change of climate brings immediately affects on our daily lives. Typhoons, hurricanes, tsunamis, floods and droughts happen more offten or more irregularly. Sharp temperture fluctuation and unbalance rainfalls disorder the growth of plants and other living creatures. We, the human beings, who live depend on those plants, animals, or rainfalls will be surely affected!
不管是溫室效應或全球暖化造成了氣候變遷,這個「變化」本身比起它的肇因更為重要。因為氣候的變遷直接且即時地影響了我們的日常生活。不管是颱風 /颶風、海嘯、水災還是旱災,都發生得更為頻繁與不規則。極端的溫度變化和失衡的降雨直接擾亂了動植物的生長與作息。而我們,身為必需依賴那些動植物維生的人類,自然也無可避免地會受到影響。

These are what need to be noticed or even researched. So that we could be a little bit more capable of predicting and protecting ourselves from coming influences or even disasters result from climate change, such as the terrible flood which took hundreds of lives in my country this August. We have been tracking the source of present climate change, now we should put more attention on dealing with the change it brings. This is as important as slowing down the change.
這些(氣候變遷所造成的直接影響)都是該被關注乃至研究的議題,繼而讓我們能夠多一點能力來預測及預防氣候變遷所帶來的影響,或甚至災難,例如在八月份奪去台灣數百條性命的莫拉克颱風。我們一直在追尋近期氣候變遷的起因,我想現在應該放更多的心思在應付這些變遷所帶來的影響,這點和「減緩變遷」一樣地重要。

十年

今天 (2009/10/4) 入伍滿十年。
其實沒啥了不起的,只是記錄一下而已:P
十年之前只是個剛從專科畢業的毛頭小子,
現在已經是連毛都快沒有的老頭子了啊 XD
來首十年紀念一下。

Broken

才在想要備份資料而已… 硬碟就掛了。
莫非定律總是會在這種時候發揮得適得其所 ~"~
目前為止除了花了一筆錢換新硬碟以外,約八個月沒有更新備份的資料也沒了。
目前硬碟在高老師那邊檢修,不知道有沒有機會把資料救回來;
是說救回來了我也還沒有錢可以把它贖回來 :Q

拮据

其實也不到拮据的地步。
只是自從我開始掌控自己的財富與開支之後,還沒有像這一兩個月這樣這麼吃緊。
電腦維修、紅色炸彈兩枚、保費年繳到期… 看來還是要維持一定的儲蓄才是王道啊!

0與1 vs. 天與地

從八月底的台東救災、月初復職、然後電腦壞掉,中間還歷經幾個親友因疾病與意外住院…
突然有種人生苦短的感慨,也開始反思自己是不是該少依賴電腦一點、
少在乎0與1組成的世界、多關心大地與空氣組成的世界;
少一點虛擬世界的對談、多一些真實的聲音/臉孔的接觸。

說也奇怪,那時面對即將可能發生的「硬碟資料全失」,
我的心中竟沒有焦急與暴躁,卻是有種隨遇而安的自在。
或許某種程度上,我其實是期待著「可以逃離電腦與網路」的這一刻?
諷刺的是, 這段話當初是我在網咖逐字輸入到噗浪中的。

Blog Action Day

Twitter 上意外看到這個資訊,才知道每年的 10/15 是 "Blog Action Day"。
發起單位會推出一個議題,邀請全世界的部落客針對該議題在 10/15 那天發表文章。
今年的主題是氣候變遷 (Climate Change),這題目我感觸不少,所以已經註冊參加了!
